    MassHousing makes fixed-rate mortgages through approved lenders and adds a down payment loan of $25,000, or $30,000 with its Workforce Advantage mortgage, for first-time buyers under its income limits. The Massachusetts Housing Partnership's ONE Mortgage needs 3% down and no private mortgage insurance. Both require a homebuyer class.
